The National Reintegration Programme Syria offers individual reintegration assistance for returnees to their country of origin, Syria .
Applications for this programme are initially possible until 31.12.2026. From 15 December 2025, voluntary returnees will also be able to submit retroactive applications in their destination country.
1. eligible persons
NRP SYR assistance can be provided to the following persons:
Indigent third-country nationals with legal residence in the Federal Republic of Germany,
Children of legal age must submit a separate application.
Note:
If the persons interested in returning have received a REAG/GARP permit, which is based on a waiver of the protection status granted or the withdrawal of the asylum application, this group of persons is obliged to leave the Federal Republic of Germany (return decision). Support is then only possible via the European Reintegration Programme (EURP).
2. scope and amount of NRP SYR assistance
As with the EURP, the NRP SYR distinguishes between short-term and long-term assistance (Post Arrival Package, PAP/Post Return Package, PRP):
a) Short-term assistance ("Post Arrival Package" - up to fourteen (14) working days after arrival):
The short-term support can be granted as a benefit in kind and/or paid out in cash.
b) Long-term support ("Post Return Package" - up to twelve (12) months after departure):
Long-term support is generally only provided as a benefit in kind.

3. Application procedure via RIAT
Applications for NRP are submitted via the RIAT data management system in the same way as for EURP. The corresponding application form is available in RIAT under ‘Workspaces’ and in the login area of this website under ‘Downloads’.

The NRP application should ideally be registered in RIAT nineteen (19) calendar days prior to actual departure. All details in the application form must be correct and complete and match the details in RIAT exactly to ensure smooth application processing. Both short-term support (PAP) and long-term support (PRP) can be applied for as part of the NRP application. Missing documents (e.g. confirmed departure date) can also be added to RIAT at a later date. In order to ensure that short-term support can be utilised with regard to pick-up from the airport and onward transport, it is imperative that the exact flight details are sent to the BAMF via RIAT at least five (5) working days before departure.
4. Subsequent application
In exceptional cases, persons who have returned voluntarily may still receive support after their arrival in Syria. To do so, they must contact the reintegration partner (see flyer for contact details) and present proof of identity promptly (within five months of arrival at the latest).
5. Contacting the reintegration partner before departure
The ‘European Technology and Training Centre’ (ETTC) is available as a reintegration partner for NRP SYR for contact prior to return. This additional offer (in the local language) is particularly useful for returnees to prepare for their return and to clarify other questions. This discussion should focus on the organisational process after arrival, realistic reintegration prospects and other personal needs. The actual reintegration plan - often already discussed in the NRP SYR application - is determined individually between the reintegration partner and the returnee after arrival.
